AGAT Enhances Control Over Transport Infrastructure – A Batch of Surveillance Vehicles for the BelToll System Shipped to the Customer

Open Joint Stock Company “AGAT – Control Systems” – Managing Company of “Geoinformation Control Systems” Holding has successfully fulfilled a contract to supply a batch of high-tech special surveillance vehicles for toll collection to the customer, the operator of the BelToll electronic toll collection system.
The supplied mobile surveillance complexes are built on modern Shineray M7 vehicles and are equipped with a suite of special equipment and software necessary for the work of mobile transport inspection patrols.
Operating such a vehicle requires two employees: one drives the car, while the second works with the mobile equipment to control vehicles subject to tolls.
While driving past vehicles subject to tolls or monitoring them while parked on the roadside, the vehicle identifies potential violators using a random sampling method or information provided by the control center of the central BelToll system. Information about all vehicles that come into the system’s field of view is displayed on the transport inspector’s monitors.
Data about a specific vehicle (e.g., if it is on a “blacklist”) is received by the inspector automatically—by reading the ID of the onboard unit—or manually—by entering the vehicle’s license plate into the in-car computer. The inspector then stops the violator and collects an increased fee. The requested information on the specific vehicle and dispatch information are transmitted to the central system. All other data, including data on controlled vehicles, is sent either via a 3G connection or at the end of a shift via a WLAN connection to a database, and from there through a WAN network to the central system.
Previously, Belarusian companies were not engaged in the conversion of such vehicles; all work was performed abroad. The supplied complexes are intended to replace previously used complexes on chassis from a German manufacturer. The project was implemented considering all customer requirements and current legislation.
The mobile surveillance complexes solve a key task: they ensure reliable and continuous control over the toll collection process across the entire network of toll roads. This not only increases fee collection but also enhances user trust in the system by guaranteeing its honesty and objectivity.
